Putnam went to the War Department to secure photographs for
"The Horror of It," a little volume containing stark
pictures of the war, which has just been published, Major
General Carr of the Signal Corps refused to show him any
pictures showing war's gruesome results. "Only those
photographs showing the pleasant aspects of war can be
released," the General said. "The Department has a
moral obligation to the Gold Star Mothers."
